France felt the need for a unifying cause after the humiliating defeat in the Franco-Prussian War and the unsettling economic conditions brought on by depression and huge war indemnities to Germany.

The army remained, in Prussian tradition, virtually a state within the state, loyal to the kaiser alone. This left Africa in a shroud of mystery that earned it the title of the "Dark Continent". To Milton, revolution was the means of accomplishing freedom.

Along with each Assistant Resident is a Controller, a kind of inspector of all the lower native rulers, who periodically visits every village in the district, examines the proceedings of the native courts, hears complaints against the head-men or other native chiefs, and superintends the Government plantations.

When the United States purchased Alaska from the Russian tsar and Canada acquired dominion status, both inEuropean possessions on the American mainland were reduced to three small Guianan colonies in South America and British Honduras Belize. West African colonies provided slaves for the Caribbean sugar plantations.

The failure of the Anglo-German talks condemned both powers to dangerous competition. The great revolutions of European historyespecially the Glorious EnglishFrenchand Russian revolutions, changed not only the system of government but also the economic systemthe social structure, and the cultural values of those societies.

But everything else had changed. Though strictly a colonial arrangement, it marked another step away from isolation for both Britain and France and another step toward it for the restless and frustrated Germans.

But the beginning of the end was near as the specter of the First World War loomed on the horizon.

The Scientific Revolution

For the constitution drafted by Bismarck for the Second Reich was a dysfunctional document designed to satisfy middle-class nationalism while preserving the power of the Prussian crown and the Junker class the Prussian landed aristocracy. Outside his borders, new forces were gathering.
